"While we were lost down there," Luther answers, "Elina said she believed it would be impossible for that sprawling labyrinth to be constructed beneath the Fair Harvest Inn without the knowledge of this government, or without its cooperation. Yet, before we went down into that darkness three days ago, she had poured over the city records detailing the catacombs and cellars of the city and found nothing about it. Her conclusion was that not only was someone in Drea's Magistracy hiding all record of such construction, those same persons were most certainly funneling city funds toward its completion and maintenance. The sheer volume of stonework and sorcery required to build what we saw would require as much."

Tarkin is silent as Luther continues. "But aside from Drea Aliandis' ultimate fate, the fact that it was kept secret from Elina Villios, Drea's Chief Scholar, and from me, the Magistrate's Chief Counselor, suggests that it is unlikely Drea herself would have approved, which would constitute an act of treason by any conspirator supporting it. Since we settled on that conclusion, I've been trying to figure out how someone so close to the Magistrate and involved in defending her interests and the well-being of this city and people would be willing to engage in such open treason." He shakes his head. "I still don't have an answer, but I aim to get one."
